I did a quick search and yielded this siteL www.cdburnerxp.se/From just a quick glance at the site it would appear to be free software, and it's got quite a few features. I hope this helps.

May I recommend going to downloads.com and doing a search on e.g., "convert CDA"? You'll see a few shareware amongst the ones you can purchase, and they'll often come with user reviews on the site. It's where I usually go, when looking for new software.
That being said, if I have something already in mp3 or wav, my current method to getting it back to standard CD format is to run it through iTunes, convert it to their proprietary format, and then rip it to CD with ITunes. Provided it's a format that itunes can recognize, you can add it to your library, which gets it into their format.
As eatmyshorts said, iTunes can convert to other formats. If it's in mp3, wav, and a few other formats, iTunes should be able to handle it.
Prior to iTunes, I'd take a mp3 song, play it on winamp (where I changed the settings to output a wav file), then take the wav file and just use my CD burner software to make the disc. I don't do that often anymore as I will usually also want the song in my iTunes library.
Hope this helps!
